Wellington's cycling network - will you improve it?

What is your vision and plan for providing a better and safer cycling network around the Hutt and the wider Wellington region? E.g. Do you support improvements to cycleways linking Wellington and the Hutt, and between western Hutt and Upper Hutt (missing link from Manor Park to Silverstream), and if so, what is your plan to make this happen?

There has been an increase in the incidence of "tagging" in Carterton recently. What do you intend doing to (a) apprehend the offenders, and (b) what initiatives will you bring to the table to combat this reckless and cost consuming behaviour?

$45M into the roads -really?!

Previous Council committed to a long term (10 year) Raod maintenance contract. We have been told that $45m savings have been put back into upgrading existing Roads. One would question that statement as not being factual.

My view is that this long term contract is not in the best interests of the use of ratepayers money in that the market is not tested regularly to ensure that Council are getting the best value for money. Contract rates fluctuate annually but Council can not take advantage of this.

If elected, will you insist that Council staff explore better ways to utilise your Customers money?

Hey there,

A couple of questions for you if I may.

1) How exactly do you propose to attract new business to Carterton?

2) What are your views on the amalgamation of MDC, CDC and SWDC? Do you think this would help the Wairarapa as a whole, and enable it to present itself as a united front when applying for funding from central government for various projects?

3) How is the Wairarapa ever going to encourage growth (both residential and business) if the whole region is serviced by a goat track over the Rimutakas and a seemingly semi-functional railroad?

Regards,

Marty

Licensing conditions - what would your approach be?

Given that the alcohol legislation about to be passed will give councils the power to create local alcohol plans, what measures do you support to reduce heavy drinking culture, in terms of reducing availability and density.

The current high social and economic costs of alcohol related harm (4.7 billion per year) as discussed in the Law Commission report can be reduced by effective alcohol policies and set at a local level change is possible. Two in ever five NZers are seriously affected by the one in five who drink heavily, so this is not just a matter of a few people or a small matter when the tax payers and ratepayers costs are concerned. What about a vomit tax for bars where mess is created outside or park clean up tax for premises serving take away liquor after 10pm? These can be part of licensing conditions set by local authorities.

What efforts do you support for change in these matters?

There is not a bill that we do not open that says - due to the current economic climate we have been forced to raise our prices of....power, water, rates, insurance, food bills, sky, health insurance, teacher union rates, ACC, ...HAVE I missed anything? This is the tightest we have lived and we do not live flash but are blessed to have a house. What will you do if elected to council, to ensure our city and suburban shopping areas are not left with spaces where buildings are removed, and nothing built to replace them?

How will you work to revitalise our central city?

1080 & mining - what are your thoughts?

I bought a block of land on the Thames coast over 5 years ago and have an interest in conservation and preservation. The debate over 1080 has been raging for years yet I dont see much mention of it on the web site. I would be interested to know the views of the candidates on the use of 1080.

Another issue that has once again reared its head is the prospect of mining on previously protected land in the Coromandel area.Would be interested to hear your views on this also

Many thanks

How can we learn from our mistakes?

In 1998 we had to leave NZ to take our son overseas for medical assistance. This assistance was available in NZ however due to a fragmented approach to diagnosis and considerable delays that could have cost our son his life, we pursued this option.

In 1999 we wrote to ADHB outlining our concerns and although a response took four months the response highlighted proposed changes in the neurological/neurosurgical sectors of Auckland Hospital.

We have since returned to NZ (after 8 years away) and most unfortunately our son has had an accident. We are undergoing exactly the same fragmented approach and poor diagnosis.

Anecdotely I understand one of our biggest killers is medical misadventure.

What do you propose to do capture these learnings and make changes to prevent more deaths and misdiagnosis occurring?

Kind Regards

Paediatric Oncology services

It has recently been revealed that Paediatric Oncology services within the CCDHB are being further downgraded, following the loss of yet another paediatric oncologist.

As a mother of a young child with leukaemia, recently diagnosed, I would like to ask the currently elected members of CCDHB who are standing again for election, why has the Board allowed the service to be downgraded and what has been done to address the fact that 10 paediatric oncologists have left the CCDHB over the past 10 years?

To all candidates, what is planned in terms of ongoing recruitment and retention of such specialists, and therefore reinstating and securing Paediatric Oncology as a tertiary service, and in turn protecting the safety of our children within the nation's Capital city?

Elderly & Post-operative care

I have questions for the candidates.

1. Recently my 76 year old mother had two operations at Wairau Hospital for bowel cancer. She now has an ileostomy which comes off frequently and randomly (anything from 5 times a day to, if she's lucky occasionally it stays on for three days). It is positioned in such a way that she cannot see it. She has nerve damage to her right hand (she is right handed) so she cannot feel it. She cannot change the bag herself and needs access to trained medical assistance to change the bag at any time 24hours a day. She is currently on the recommendation of her surgeon in Ashwood Park resthome in Blenheim. Initially she was paying for this herself but at present Support Works is paying her costs, to be reviewed at the beginning of October. She may be able to have reversal surgery, but that is as yet not confirmed. What do you see as the best option for people such as my mother for their ongoing care?

2. There is currently a huge disparity between the support offered in people's homes after surgery and due to illness between those people who have an accident where ACC pays for a very good level of home assistance, housework, cooking meals etc compared to when a person has cancer or other illness. In the case of illness or post operatively, if there is one able bodies person at home, they are expected to cope. Do you see any way to improve that situation?

Valerie

What are you going to do as to keep more money in my pocket?

How much are the rates going to go up? What are you going to do to keep them to a minimum?

Would you hold referendums to actually ensure you have the opinion of the people money you are spending?

Hands off or hand on - how would you govern?

The birth of modern day government was a rebellion from the tyranny of Dictator rule or the Monarchy, and the idea was to let the people rule their own lives with little impact from their government. In the last century there have been three main examples that have tried to restore this founding: Calvin Coolidge, US President for 1 term from 1923; Margaret Thatcher, British Prime Minister for 3 terms from 1979-1990; and Ronald Reagan, US President 1981-1989. All three of these great leaders reduced the role of government to give back to the people. How do you agree or reflect this statement?

Voting indpendence or party politics?

The current Auckland City Council C&R councillors have block-voted to spend $30 million on a 5-year project to move a functioning school (Monte Cecilia School) to an unconfirmed location as part of a unknown total cost for their "pet project" (I quote the NZ Herald) Monte Cecilia Park. All this without a mandate and against the express wishes of the community: thousands signed a petition against this spend-up but were ignored. It is nothing less than a travesty of monumental proportions. To my mind, block-voting is undemocratic and an abuse of political office.

If elected will to the Auckland District Health Board, will you vote according to what you think is best for Aucklanders, or will you vote according to what the leader of your caucus dictates?

And for those of you have served on previous boards, what is your track record of independent voting?

On behalf of Auckland City Youth Council 2010, we seek your opinion on the importance of involving young people in decision making process, and the type and quality of participation that should be promoted. Please provide your responses to the questions below.

1. What will be the political role of young people in the new Super city, how will you and your council ensure that young people will have their voices heard
2. How will you ensure the council provides great services to young people? Such as events transport, and cultural activities?
3. How do you see the changes effecting the youth in the future?
4. How will you make the council structure more ‘youth friendly’?
5. How will you ensure and improve young people’s knowledge of council decision making?
6. How will you as the mayor ensure that everyone (minority groups) is represented in a city that is so large and so diverse?

Thanks in advance and good luck for the election.

Jack C Wong (BPlan, Stud.
Churton Park Progress - or lack thereof...

Hi,

I am keen to understand what you are going to do to accelerate the development of facilities in Churton Park (specifically the community/shopping centre and better access to the motorway) and ensure speedy development of the new Johnsonville Mall.

When I moved to Churton Park in early 2006, there were promises to have a new road, new community facilities and a revamped Johnsonville Mall in the near future. Nearly 5 years on, the only sign of progress is with the excavation of the new school - everything else is unchanged. This is extremely disappointing given it is in, arguably, the fastest growing suburb in Wellington City. Council focus is required and, to date, it seems to have been elsewhere.

Thanks,

How do we keep our Dr's here - permanently?

Dear Candidate,

As a member of the NZRDA it will be of no surprise to you that I have concerns about the DHBs' collective performance with respect to retention of resident doctors in permanent employment within both Northland and New Zealand. The present RMO employment contract negotiations are once again, despite our best efforts, suffering from delays and increasing acrimony. This does nothing for the morale of the RMOs working at Whangarei Hospital. Not to mention the recent proposal for a Northern Region Shared Service Organisation, placing RMOs working in Whangarei at the mercy of ARRMOS (the RMO unit who has a reputation amongst RMOs of being one of the worst RMO units in this country!). We do not want our RMO vacancy list at Whangarei Hospital to risk looking like the current vacancy list Auckland has, nor do we want the current conditions RMOs enjoy at Whangarei Hospital to be at risk due to this amalgamation of units. Recruitment and retention of RMOs in Whangarei will suffer.

Many RMOs already in Australia have commented that they will not return to New Zealand so long as this sort of attitude from our Health Boards towards this critical present and future workforce remains.

What is your opinion of the medical workforce crisis both locally and nationally, and what steps, as DHB board member, will you take to address this pressing issue? Also, what are your views on the proposal of a Northern Region Shared Service Organisation with respect to RMOs?

Noho ora mai,

Dr. Sara Moeke
NZRDA Local Delegate (Whangarei)

Rolleston Sewerage charges - it stinks!

Moore Street Residents in Rolleston were forced to pay several thousand dollars a few years ago (or have it added to their rates) when Council installed a new sewerage system a few years ago. Most of their residents are on septic tanks. They are still forced to pay for the sewerage system in their current rates even though they are not connected to and DO NOT USE the council sewer!

If you were elected how would you correct this unfairness?

Would you pay back the thousands of dollars these people were forced to pay for a service they never had, use or want?

Many of these people a single income familes struggling to survive so the sewer rate charges really are a BIG DEAL and then the swimming pool charges are soon to come and be added on too. At least with a swimming pool we have the option to use it or not. To connect to the council sewer wil cost money and the rates would go up even more so this is not an option for the residents!

How would you structure town planning?

In 1976 I could go down to the Howick Borough Council and talk to the town planner Jenny Parsons and get an immediate and personal response to my queries. With the amalgamation into Manukau I had to first go to a general Customer Care representative who then referred me to the duty planner who would then promise to refer my query to the appropriate decision maker. I would be lucky to have a response within a week. In my view the process had become grossly inefficient.

My question then is do the candidates believe that customer service efficiencies - defined in terms of the time to get a decision from Council - will improve within the new Super City Structure and why?

Similarly I would like to know if the candidates favour town planning to be centrally structured or whether they believe decisions are best made locally?

Thanks.

A place for grass-roots democracy in Auckland?

In the new Auckland City structure, some local board areas are very large (eg Kaipatiki Local Board has a population of 85,000) making it difficult for board members elected at large to create close democratic links with their communities if using the approaches listed in the Auckland Transition Agency's "Summary of feedback and actions – Auckland Council local boards" (20 May 2010).

A workshop on the North Shore in March 2010 (http://groups.google.com/group/a-vision-for-kaipatiki/web/links-for-placemaking-and-grass-roots-democracy) explored a "grass roots" approach to community involvement. A number of North Shore communities have started to explore this bottom-up approach - adapting concepts from "place-making", from the award-winning Porirua grass-roots model, and building on other commmunity development initiatives across the North Shore.

As a third tier of democracy, I would be keen to see Local Boards fostering grass roots community forums - where local groups and people can come together to create a vision for their communities. This would pave a bottom-up way for building community spirit, synergy and action-focussed initiatives - rather than the groups and individuals just responding to top-down "consultation".

Would you support such an approach?

Sports grounds in the Hutt Valley - how do we fix them?

Hi Candidates,

I am concerned about the state of the grounds within Hutt Valley. Although we have had poor weather the last few winters the grounds seem to be poorly maintained. There appears to be little or no investment being made to provide all weather or better facilities and our children are missing out on a key part of their childhood, because sports are being cancelled more weeks than they are being played.

I also understand that Hutt grounds are now so poor that they are no longer considered for national age group tournaments in some codes. (This is a significant loss to local hospitality providers.)

What do you propose to do to fix this problem, and over what timeframe?

Will you work with Wellington Council to create more all weather surfaces in the region?

Will you support increased maintenance and investment in the current grounds?

Should the rural zone be able to connect to town services?

My question to the mayoral candidates is that during the next term will you commit to reviewing and modifying the current restriction on connection to services in the rural zone to allow access to drinking water for public health reasons where the reticulated supply is already available at the property boundary?

As you are aware, SWDC has had a policy in place for some time that without exception prohibits any connection to town services in the rural zone. I understand that a small council needs to protect itself against substantial infrastructure costs resulting from large developments. However, the Council also has an obligation to ensure a reliable supply of safe water that meet the needs of the community.

Although my property is technically zoned rural, it is actually a series of ten or so houses in a row on quarter acre sections that are clearly part of the town settlement. I find it inequitable as a ratepayer that all the neighbours are connected to reticulated town water supply but I am unable to connect to the pipe at the gate for access for drinking, cooking and personal washing. As a result, we are exposed to the much higher health risks of tank water. I understand that the Council has overruled the recommendations of the Public Health Officer in this regard.

Councils in the Greater Wellington Region and elsewhere in areas with water supply constraints are actively promoting a combination of reticulated drinking water and property owner's tank water for other purposes. The Council's use of meters to monitor excessive use would fit well with such a combination of town and owner supply.

Recent publicity highlighted the Rodney District Council's intention to sell off some of its landholdings, including strategic forest blocks they had purchased for commercial reasons. If elected, what will your response be when confronted with the option to sell these potentially important environmental assets? Will you sell them to recoup some of the outlay, or will you see a greater value in retaining the forests and enhancing them by covenanting them as reserves?

Waste & Recyling for Tutira

There is no rubbish or recyclable collection for our town, perhaps there is a simple way we and the Hasting District Council can solve this. I propose that twice a month, the residents can place their rubbish bags and recyclables in a specially marked area (common area) where the rubbish for Lake Tūtira will be located and have it removed together.
All the current rules and regulations set in place by the Hasting District Council will apply – the Tūtira Store can supply the “official rubbish bag” or the “rubbish tag”. Do you support this idea? If not, what do you propose to do?

The Waitakere City Council has over a many years had active; weed, native plant restoration and tree protection regimes in place. A journey by train clearly shows the Auckland/Waitakere boundary. Indeed, In the rail section between Britomart and Newmarket one can view most of the nasties which label Auckland "the weediest city in the world" (http://en.wikipedia.org/wiki/Invasive_species_in_New_Zealand). I include in the definition of weeds; possum and mustelid control (and other non-flora pests) previously undertaken by the ARC (for instance; Operation Forestsave).

What guarantees can the Supercity Council give to Waitakere residents that the amalgamation will not result in a reduction in services, resources, and advice to the residents and efforts by the local authorities to reduce the impact and minimise the expansion of the weed population in general, and maintain the protection of heritage tress and areas?

The report shows for Year 8 students:
Bay of Plenty 2.51 teeth
NZ Average 1.42 teeth

The report shows for Five Year olds:
Bay of Plenty 3.17 teeth
NZ Average 1.98 teeth
