  1. Rates Freeze :
    Yes rates are a necessary evil ,but lately we have been bombarded with increases from GST to interest rates, the list goes on. Even though we can not control these increases, Council has the power to control rate increases. Some believe that keeping rate increases low is achieving measurable results. Rather than jumping on the "Low Rates" campaign bandwagon, I would like to challenge that a step further. I am proposing a" Rates Freeze" for the next two years, followed by proactive action to keep rate increases below the cost of yearly inflation .Rate payers deserve to be given temporary monatary relief due to the ongoing negitive down turn of the property market, in conjunction with the current economic climate. The economic recovery has been slow at best. City council must diligently explore other creative fiscal avenues. We continue to accept the yearly programmed option of raising rates, as the(first port of call )for council funding. At the end of the day council has the final say on this matter, it would be a welcomed ,and appreciated relief to ratepayers knowing the fact that regardless of all the other taxing increases that ratepayers are faced with, rate increases would be be put on hold, for the next two years. Giving ratepayers some breathing room for a change.
  2. Proactive control on vandalism ,tagging and graffiti: Estabishing posted signs and incentives that community members will report individuals that are engaging in vandalism or tagging, through a direct line to law enforcement or community watch programmes. Convicted offenders should also be named and shamed in local papers and community notices. Increased 24hr monitoring of high risk areas in the CBD, would allow further assistance to identfy and report anti social behavior.
  3. Local Parks and Reserves need to be kept Family Friendly: Vigriously monitoring for safety ,maintance and cleanliness issues. The introduction of Park Rangers to monitor local parks for illegal and undesirable behavior, would allow a family friendly environment void of intimidation. Exploring the possibility of building an Wilderness Adventure Park ,which would be a revenue generating option for the council.
  4. A centralized Recycle / Reuse center : The community can use the facility to drop off all recyclable goods during the week, in conjuction with the exsisting kurb side pick up routes . Need to increase our reuse ,recycle profile by making access to recycling easier and profitable for Upper Hutt residents.Local organizations could also partipate in recycle drives through out there communities.
  5. Empowering Youth through community focused job opportunities funded by council: Create interaction and opportunities with local business . Allowing youth to take pride in their communties future. The council youth work progamme will generate personal income and work experience for Upper Hutt Youth.
  1. Robustly managing Council expenditure to ensure justifiable rate increases in line with inflationary pressures. It is naïve to expect our rates not to increase (GST will rise from 1 October 2010), but to manage these should be Councils’ top priority.
  2. Working with all Community agencies and ratepayers to prevent on-going vandalism, tagging and graffiti within the entire Upper Hutt environs. There is a constant defacing of our township and environs by tagging and graffiti writers. We need to be more vigilant in apprehending the offenders and requiring them to not only clean up their filth, but also be named and shamed
  3. Volunteer stipendiary Custodians of our parks and reserves to ensure our recreational facilities remain Family Friendly and safe. The use of these Custodians would ensure that these facilities are maintained to provide clean, inviting and friendly environments, less likely to provide illegal and bad behaviours.
  4. Encouraging our youth to be positive, productive, contributing, members of our Upper Hutt Community. Council should be positively promoting employment development within our Council boundaries and explore ways to work in positive partnerships to not only create work opportunities but also enhance recreational facilities that will keep our families entertained and safe.
  5. Upper Hutt residents contributes a great deal of waste, some of which could and should be recycled. Like recycling programmes encouraged within NZ and internationally, in addition to kerb side pickups, Council should proactively provide opportunities to encourage drop off facilities and ventures to utilise reuse of recyclable materials.
  1. I Support sensible regional co-operation and regional government where this is effective. I am concerned at the rate at which rate payers regional funds are expended without accountability.
  2. I am still firmly opposed to moves to centralize Wellington Regional Health Services to the middle of one of the most earthquake threatened cities in New Zealand.
  3. I am anxious to improve recreation facilities in the area under our jurisdiction where these can be provided at a reasonable cost. Youth in particular are disadvantaged by the lack of all weather facilities.
  4. I believe that the environmental quality of our area is the envy of many other authorities and will seek to preserve the balance which has been achieved through residents and council
    co-operation
  5. I will continue to support Reserve, Library, Sports, Arts and Leisure development by long term planning, and as funds permit. I see it as vital to involve and inform the public in key discussions with early consultation on future projects.

Successful Settlement - To promote good settlement practices for the development of an inclusive society by helping newcomers settle quickly and contribute to the economic, social and cultural dimensions of life in their new country. Equally, help host communities to understand that efforts to assist newcomers to settle are important for the country as a whole.
  2. Children and Youth - Community services connecting young people to a range of services that are aimed to improve the safety, health and wellbeing.
  3. Safety, Health and Wellbeing - Supporting neighbourhood-led projects around community connectedness and a continued emphasis on collaborative partnerships with other agencies.
  4. Culture and Heritage - to maintain the heritage and environment of Upper Hutt making it second to none; modern, safe and vibrant city.
  1. Robust fiscal management - using rates to meet the needs of the city while keeping increases in check.
  2. Provision for youth - providing amenities and structured activities to encourage youth to develop pride and loyalty to their community.
  3. CBD revitalisation - Council don't own the shops but must pressure owners, and offer incentives, to lift their game regarding the presentation of our city.
  4. Make Upper Hutt attractive for business and industrial investment - create an environment that offers opportunity for a lucrative return on investment.
  5. Protect our natural and social environment - this should be here for future generations. Ensure Greater Wellington Regional Council understands Upper Hutt's needs, as well as the needs of the region.

  1. Council must focus on a unified approach to City Promotion. This approach must include all stakeholders, working as a united force to ensure Upper Hutt is promoted as the great place that it is. Where necessary council should apply funding to this cause, however it is not just councils financial responsibility, all stakeholders must step up to this challenge.
  2. In the next few years there will be a big push to amalgamate the cities within the Wellington region. There may be some sound reasons for doing this, however Upper Hutt needs to treat this with careful considerations. Upper Hutt is in a sound financial position, and is fully aware of any future debt that may be required. Careful thought should be placed on any ideas for city amalgamations, weighing up what benefits this would bring Upper Hutt. If the benefits are not evident then I will not support any proposed amalgamations.
  3. Continued work on the Urban growth strategy will be a key focus of the new council. It is important that this gets a wide hearing. I will listen to peoples views on the issues, and make informed choices based on what the majority want.



  4. Dog control laws need to reflect societies intolerance of bad dog owners, and there inabilities to keep their dogs under control. Dog control laws at present appear to persecute good dog owners, and this issue needs to be addressed. The present council should have done this, as it is a councils duty to deal with the issue's as they are presented, not to defer them to others.
