Richard Barter for the Puketapapa Local Board

Richard counts it a privilege to be able to represent you on the Local Board of Puketapapa. For 28 years he has lived, raised a family and worked for this community.

He serves on the Boards of a Migrant organisation, the local church Ministers Association, Wesley Community Centre, a Neighbourhood Support Group and on the Roskill Community Board for three terms, two as Chairman. His day job is with TEAR Fund.

His vision for Puketapapa is one of a vibrant business and cultural district. To achieve this he is committed to establishing forums representing interests of local agencies, businesses, youth, sports, community organisations and most importantly residents.

An effective relationship between these groups will ensure the growth of the area. This in turn will contribute to making the greater Auckland City an outstanding place to live, work, learn, recreate and raise families in.

  1. Leadership: Leading positively and effectively
    With an experienced and capable team we will make our Region’s complex new arrangements work.

    We will require full accountability from all Council Controlled Organisations (CCOs), and will expect them to deliver the best possible results for our communities.

    We will enable communities to make decisions on local matters and will ensure that the Auckland Council and CCOs work constructively with Local Boards.

    We are committed to working together as a team to provide the local and Auckland-wide governance and leadership our Region needs.
  2. Affordability: Creating an affordable region to live and work in
    You know that living in Auckland can be expensive. We are determined to minimise the burden on households and businesses both urban and rural by extracting savings from the new, streamlined council arrangements.

    We will channel investment into the essential infrastructure our region and local communities need. We will commit to keeping Auckland Council rates as low as possible without decreasing the core services that residents expect.

    We will deliver you better value for money. We will keep Auckland Council spending under control by focusing on core local government activities and services. We will focus on essential Auckland Council services and not duplicate central government’s welfare functions locally.

    Water and waste water costs will be kept to the minimum necessary to maintain a world class system.
  3. Prosperity: Welcoming progress to a world-class Auckland
    We want a world-class, prosperous Auckland. We will create an encouraging and welcoming environment for entrepreneurs and innovators backed by infrastructure and regulations that enhance growth and opportunity.

    We will create a new Auckland Council which champions a culture that helps people get things done.

    Partnerships with the private and not-for-profit sectors to build and grow our community assets will be a core element.

    We will foster the Auckland Region becoming a major events destination that benefits our local economy.
  4. Transport: Making it easier to get around
    We will invest in transport options which enable more of us to move around more conveniently.

    We will commit to essential public transport and roading infrastructure for people and goods. An effective single ticketing system for public transport will be implemented.

    We will ensure Auckland Transport works constructively with central government to complete the motorway network and major arterial routes across the Region.

    We will ensure careful benefit cost consideration is undertaken before ratepayers’ money is invested in these major projects.

  5. Environment: Preserving and enhancing the Auckland region’s environment
    We are proud of our unique environment, with its combination of harbours and the gulf, volcanoes, parks, forests, as well as the architectural heritage across the Region and the special flavour of its rural hinterland.

    In establishing a single vision and plan for the Auckland Region we will preserve and protect our environmental assets, while allowing individuals the freedom to enjoy and improve their urban and rural private property.

    High quality design and planning will be encouraged together with the sensible management of growth and development.

    We will advocate for stricter vehicle emissions standards to improve our Region’s air quality, and enhance the water quality in all our streams and harbours.

Richard Barter grew up in the Manawatu pedalling (as you did). A two year European OE embedded within his psyche urban spaces where cycling was safe, convenient and fun. For the past 9 years (serving on the Mt Roskill Community Board) he has worked to create an environment where cycling is a real alternative to other transport modes. As a result of his lobbying Mt Roskill has 7-8 kms of off road cycle paths and roads have been engineered around local schools making them safer for children to walk to. His goal is for every child in Mt Roskill to either walk or ride to school creating a model for the rest of the country. A member of Cycle Action Auckland he initiated a recent highly successful workshop with NZBus to improve relationships between bus drivers and cyclists.

If re-elected to the new Puketapapa (Mt Roskill) Local Board he will lobby for the completion of the Auckland Regional Cycle Network within the planned timeframe (at least half by 2016). This will require the establishment of a forum representing the interests of all cyclists whose membership will include existing cycle groups. It will take a united voice to have cycling recognised by the new Auckland Transport Agency as a mode of transport not a community activity. Only then will cycling become a real alternative for Aucklanders frustrated by ever increasing congestion and poor public transport.
