You have an important decision to make. In a few weeks, the new Auckland Council will come together and I seek your vote to represent our community as the Councillor for the Whau ward.

As a region, we have got it all, now we need to put it all together. I recognise that the future Auckland Council will be different to the council of today and will require a team approach and specific expertise, both of which I have.

I have been very active in the Whau community and as an elected Councillor since 2000, I have worked hard to ensure that your rates have stayed low while important local projects have continued. As part of the Citizens & Ratepayers team, I will be part of a strong and dynamic team and will be able to give our Whau community an effective voice within Auckland.

I will give you careful spending, low rates, real progress on public transport and the ability to knit the new city together.  I will work to build a clean, safe and secure environment for you and your family and will protect all ratepayers from waste, inefficiency, political correctness and council secrecy.

Top 5 Issues

  1. Rates - Keeping rates at an affordable level for all Aucklanders.
  2. The Supercity - Ensuring the new “Supercity” really works for us and that we realise the potential efficiencies, improvements and growth as a region.
  3. Transport – Ensuring we have efficient and effective roads, rail, buses and cycleways. The roading network is not a never-ending mouth to feed – we will have to change our basic understanding of how we get around our region.
  4. Law and Order and Community Safety - As previous Chair of the Law and Order Committee I was able to initiate developments such as alcohol bans in public places, CCTV security and enchanced graffiti removal programmes. It is vital that these continue across the region and that we continue to find solutions for community "hot spots".
  5. Community Initiatives and Facilities – I am committed to the development of the Whau ward. I will work towards:
    • Building a “learn to swim” pool in partnership with Avondale Primary;
    • Free swimming lessons for local pre-schoolers
    • Re-development of the Avondale Racecourse;
    • High quality public space amenities around New Lynn transport hub;
    • Proper community engagement on large scale transport developments, such as the completion of SH20

Noelene Raffills


Noelene Raffills is an outstanding local representative with an established track record serving the people of the local area for over ten years. Noelene was elected to the Auckland City Council in 2000 in a by-election following the death of her husband Phil who was also a Councillor. Since that time she has worked hard to ensure that your rates have stayed low while important local projects have continued.

An established track record

Since 2000 Noelene has worked hard to provide;

  • Community safety initiatives including alcohol bans in our public reserves such as Craig Avon Reserve and Eastdale Reserve. Noelene was responsible for the first alcohol ban in 2002 which proved so effective that alcohol bans are now part of the way our city runs and are recognized as a part of the answer to our problematic drinking culture;
  • Improved community facilities including a significant upgrade at Blockhouse Bay Beach and support for the community facility at Glenavon School, a future playground at Heron Park, improvements to the walkways and waterfall area at Oakley Creek and the extension of the Avondale Community Centre;  
  • A better looking ward by reducing the impact of graffiti and overseeing the painting of more murals;
  • Support for local initiatives including Blockhouse Bay Intermediate’s stream bank restoration, path network and planting programmes; the Living History project, and
  • Effective transport solutions including walking school buses throughout Whau, improvements to the St Judes level crossing and ongoing work with Maioro St residents.

A passion for community involvement

Noelene has also been very active in the Whau community so she understands the issues that are important to you and knows how to find solutions to local problems.

Noelene has had extensive involvement with Avondale College and has enjoyed various roles with Portage Licensing Trust, Blockhouse Bay Mainstreet Committee, Avondale Business Association, Rosebank Business Association, Encounter Christian Trust, "Mainly Music NZ" and Waterview Primary Board of Trustees.

A strong voice for the Whau Ward

The future Auckland Council will be considerably different to the council of today but Noelene’s skills are well matched to the new environment. As a Resource Management Commissioner and former Law and Order Committee Chair, Noelene will ensure you have experienced representation on the new Council.

Noelene is very active in the Whau community and understands the issues that are important to you and how to find the right solution. Noelene will work for you with enthusiasm and purpose and will ensure that you have positive, experienced representation on the Auckland Council.   

Noelene will continue with safety and community initiatives and work towards:
