A designer and businesswoman, Lindsay has been active in the North Shore community for more than 30 years. Having married and raised her family here, she’s committed to preserving the special character of the Shore. Lindsay has pledged to ensure local development adds value and supports the unique character and economic well-being of the community.
As Chairperson of the Community Board's Community Services and Parks Committee, her energy and practical approach have been valuable in getting the desired results. Her previous involvement with community crime prevention, through Safer Communities; and migrant needs through her role in Settlement Support, gives Lindsay a unique insight into this diverse community.
Her position as Chair of the Northcote, Birkenhead Glenfield Community Facilities Trust keeps her actively in touch with local issues.

- ENVIRONMENT
I support investment in town centres – they are the hub of each community. I will promote the establishment of strong urban design standards to ensure their is an emphasis on quality development and commission more public art works to build place-making, pride and local identity.
My professional knowledge in spatial and landscape design underpins my interest in well-designed urban development as well as the protection of our built heritage and natural environments. - ACCOUNTABIlITY
The new Kaipatiki Local Board must ensure there is real accountability instead of lip service "consultation".
Effective engagement with rate payers will be my key priority to ensure all sectors of the community have a real opportunity to contribute to the development of the three year community plan that will set the goals for the future plan and record community aspirations. - TRANSPORT
I will promote;
• The development of improved public transport options that cross the city and the introduction of an affordable integrated ticketing system.
• The urgent expansion of ferry services to ease motorway congestion, including the development of the inner harbour ferry service and a ferry terminal at Beach Haven.
• A clear and definitive decision on the next harbour crossing (tunnel option)– and the subsequent development of pedestrian and cycle access across the existing bridge. - FISCAL RESPONSIBILITY
The careful stewardship of rate payers money is a fundamental responsibility of the local board members and I will work to ensure that all funding decisions that fall under the delegated powers of the local board are based on community benefit and represent good value for money. - COMMUNITY
I support the retention of the established community partnership model that allows community organisations to add value to every aspect of community development.
I will support the celebration of our diverse communities through events and community development opportunities
Personal Profile
Hi my name is Lindsay WAUGH and I am standing for the Kaipatiki local Board.
Now before you assume I am Australian, no I am not related to the famous Australian cricketing brothers with the same surname and even though, like Julia Gillard, I was born in Wales I am definitely a died in the wool North Shore New Zealander.
The North Shore has been my home for 35 years. This is where I married, worked and raised my family. This is the place of my future.
With my qualifications in graphics, landscape and spatial design my early career was as a graphics designer, art director and set designer for the television and film industry. With the start of my family I became involved with community and my first community achievement was as a founding committee member and Chair of the Northcote Point Community Crèche. An organisation that is still open and flourishing to this day.
For the last 13 years I have been fortunate to work in various capacities that have provided me with invaluable knowledge of the community, business sector and the functions of local government. As the deputy Chair of the Birkenhead and Northcote Community Board and Chairperson of the Community Services and Parks committee this knowledge has stood me in good stead as the Board developed initiatives and responded to community aspirations.
The three years that I led the North Shore Safer Communities Council introduced me to the effective strategy of working in partnership with government and community organisations to achieve results and establish sustainable programmes that addressed crime as a shared community responsibility.
As the General Manager of the Takapuna Beach Business Association I effectively raised the profile of Takapuna Beach, ran a number of successful events and launched a branding campaign to add Beach to the name. I also effectively lobbied Council to effect change to the Council’s investment in Town Centres from an annual budget of $350,000, an amount barely able to keep pace with maintenance, to the current budget of $29 million over 10 years which allows for real improvements to be made to upgrade town centres - the hub of each community.
The Highbury Town Centre will be one of the first to benefit from this increased funding source.
At the completion of my time with Takapuna Beach Business Association I was appointed as the North Shore Settlement Support Coordinator. This role required me to engage with community organisations, Government departments and migrant and refugee communities to establish programmes that assisted new settler to achieve their desires to make the North Shore their home.
In addition to my professional role my community commitment includes my current position as chair of the Birkenhead, Northcote and Glenfield Community Facilities Trust. A position I am very proud to hold because of the extraordinary value that we, as a community, receive from our Community Coordinators and the raft of events and initiatives that they deliver.
A value that cannot necessarily be measured on a balance sheet
All this experience has given me a thorough understanding of
- this community - including the various ethnic communities
- an insider’s understanding of how Council works and how to make things happen in that environment
- very strong and useful relationships with Government, Council and Community agencies.
And, more importantly, the ability to achieve action through collaboration - to take people with me not fight against them
My breadth of experience, my knowledge of Council process, my track record of effective collaboration gives me with the knowledge, contacts and information needed to be effective in the new structure as a member of the Kaipatiki Local Board.
I am standing as part of ShoreVoice because I respect my fellow candidates and although we are a team of individuals we respect one another’s points of view and have undertaken to work collaboratively to achieve the best outcomes for our various communities
