Being the Malvern Community Board Chair and my past experience has given me the skills to be a community focused Councillor. I chair the Malvern Health Trust which is responsible for District Nursing. I’m the Community Board representative on Springfield and Kirwee Township committees, Tawera Hall, Hororata Reserve, Westview, McHugh’s plantation, Darfield Medical Centre chair, and Selwyn Water Race committee.
A fifth generation Malvern resident I returned 20 years ago to farm after a career as Farm Consultant and Ministry of Agriculture Senior Manager. Further experience was as a member of the Waitaki Catchment Commission and Telford Farm Training Institute Board. I am a past Chairman of Darfield Federated Farmers. My wife Ruth and I have two children, James and Mary and twin grandchildren.
 Malvern is my community and I care about it. Being approachable and effective I offer the benefit of my experience to our community.

Top 5 Issues

  1. REPRESENTATION
    Councillors must represent their community. In 2009 the Community Board held a workshop of all interested Malvern people to formulate a local response to the proposed Aquatic Policy. This was to support our local pools and to gain assistance for our school pools. A District Pool & rating system was not supported. Same submission in 2010. Our Councillors should have voted against the Rolleston District Pool.
    My personal submission to Council was similar
    to others who submitted from Malvern
    o I do not support a DISTRICT pool.
    o I support the continuation of the 50% of operating costs from the general rate and the balance from targeted rates and user charges for local pools.
    o I support funding for school pools collected from both targeted and general rates.
    o I encourage Rolleston residents to build their own pool as a community effort as other communities have done.
  2. RESPONDING TO THE COMMUNITY
    Council needs to improve its flow of information both from and to its community. Requests from Community Committees for Council are often ignored or receive a late response. The communication between Community Boards and Council has to improve so that Council can capitilise on community knowledge that Boards hold.
  3. COMMUNITY DEVELOPMENT & PLANNING
    Community input into their own development is essential so as to retain their individual uniqueness and character.
    Local communities need to control their infrastuctures where targeted rates are funding their operations. Greater assistance from Council is required for this.
    With the wider district planning this year good community understanding is required.
  4. FUNDING OF DISTRICT FACILITIES
    Council needs to address its policy in this area so that the debacle that occurred over the Rolleston Pool can be avoided. To date local facilities have been funded on a local basis with a combination of local fund raising and targeted rates. A district pool was never agreed to over the whole of Selwyn.
  5. ROADING
    Having the experience of living on a gravel road I can verify that many of our roads are of a very poor standard. Council needs to get its priorities sorted

Good planning is going to be essential over the next few years as Malvern continues to grow alongside major projects. The Wider District Planning Strategy which will start shortly will require a high level of community input. We will need to balance development with the retention of our present community values.

Strong representation is going to be required. Malvern covers a huge area of the Selwyn District but is low in Council representation. If elected I will work alongside my fellow Councillor and our Malvern Community Board to ensure that the views of this district are heard and acted on. Communication to and from Council has to be improved so that all are informed. I have the skills to make this happen.  Malvern is my community and I care about it.

Your issues & environmental stance

Thank you for your question. I have listed my top issues on the elections 2010 web site but as the election campaign has progressed I believe my top issues are planning and representation.

On environmental issues I have operated a sustainable farming system and continued tree planting started 145 years ago by my forbears. I was a judge of the Balance Environmental awards. Like many farmers I am passionate about my land. Although I have never irrigated I am in favour of irrigation for the benefits it brings to sustainable farming systems and having experienced the affects of droughts in different parts of New Zealand have seen the damage these do to our environment. I do not believe that increased irrigation on the Canterbury Plains means more dairying but rather the more intensive use of this good land for food production. Further an irrigation scheme based on river flows and storage will decrease the drawing of water from our aquifers and reduce the use of electricity. I believe that we have the science to manager effluent from farming practices but enforcement is necessary. This is a big subject but I guess from our own local perspective it revolves around good farming practices, efficient water use and above all keeping our water pure.
