Colin has been an elected official in Dunedin since 1980, including nine years as the chairman of the Saddle Hill Community Board.
In 1998, he was elected to the Dunedin City Council to represent the Green Island-Saddle Hill community, a position he has held since.
Colin’s Council experience includes chairing the Consent Hearings Committee, and leading the way in finding solution-based outcomes on mediated Environment Court matters.
His planning work has made him one of New Zealand’s most experienced elected members on the topic and he is also a delegated member of numerous other council working parties.
Colin, who is the Technical Services Manager for The Laminex Group, has always been heavily involved in his community and has an impressive list of current and former community positions.
Most recently, he was appointed a Justice of the Peace.

- We need to protect, enhance and maintain our core services – water and waste, roading, parks and reserves and the like.
- Water must remain in the control of the city. I say no to privatisation.
- I’m keen to see the city continue to grow and develop, and believe the Council has a role in investing in that growth, BUT in a controlled manner.
- I would like to see the city take a role in connecting community agencies to improve the well-being of Dunedin people, from young to old.
- Our forefathers had the foresight to provide for the future of the city. I would like to see our generation continue in that tradition and work today on ideas for the generations to come.
Personal Profile
I have a passion for Dunedin and my role as a Dunedin City Councillor, having lived in Brighton for almost 40 years and raised my family here.
I’ve been an elected official in Dunedin since 1980, when I was first voted onto the Brighton Saddle Hill Community Council, part of the Silverpeaks County Council.
After the 1989 local body amalgamation, I was elected to the Saddle Hill Community Board, which I chaired until 1998.
That same year I was elected to the Dunedin City Council to represent the Green Island-Saddle Hill community, a position I’ve held since. This year I am standing in the new combined Central ward.
My Council experience includes chairing the Consent Hearings Committee, and I’m delegated by my fellow Councillors to lead the way in finding solution-based outcomes on mediated Environment Court matters, such as the recent Harbourside Development.
My work in the area of planning has led me to become one of the country’s most experienced elected members on the topic, and one of the most experienced Resource Management Act-accredited hearing commissioners as well as an experienced mediator with more than 12 years’ experience.
I’m also a delegated member of numerous council working parties, including teams working on Ocean Beach coastal erosion matters, an aquatic review, and the School Pools’ Funding working party which includes the “Swim to survive programme” supporting local primary school students.
Outside of Council, I’m a Technical Services Manager for The Laminex Group, and I’ve always been heavily involved in my community and hold many current and former community positions.
Most recently, I was appointed a Justice of the Peace.
