Bryan Robert Pepperell
I was elected to Council in a 1996 by-election as a Southern Ward Councillor and have held the seat ever since.
I am married with an adult family and I am a graduate of Victoria University in Philosophy. .I also hold an RMA practicing certificate. When I stood for Mayor of Wellington in 2004 I received 18,500 votes opposing the incumbent.
Over the time I have been on Council I have developed an interest in energy and peak oil. I am a member of the Audit and Risk sub-committee and served on Wellington’s Water Management Agency Capacity as a board member for 3 years. I have also chaired the Grants sub-committee and served on the Wellington City Lender of Last Resort. In my capacity as a Councillor I have been a staunch advocate of open space on the water front and voted to protect coastal land from development – in particular, the proposed development at Ta Raekaihou Point and sale of sections at Owhiro Bay. I opposed variations 17 and 11 on the water front and support open space instead of more building. I think it was a mistake to sell Council parking buildings. I have always supported social housing, particularly as it was established with low interest Government money and recently Government has helped fund the bulk of the housing stock upgrade. I am strongly committed to a bicycle and pedestrian friendly city and so I opposed the reopening of Manners Mall to buses.
I firmly believe that water management under Capacity, as well as the Water Front Management Company and parking enforcement should come back to the Council to manage in-house. It would then be free of the profit takers.
I have consistently voted against the rate increases approved by the majority of councillors and which have seen home owners’ rates double in the last seven years.
We need a cap on building height to retain the beauty and quality of life of Wellington.
We need to bring debt under control and live within our means to cope with the ongoing economic and financial crisis.

All services that are of benefit to the ratepayers and citizens should be brought back into Council where it is possible. These services should be delivered at cost to the Citizens as personal private profit isn an extra cost to the consummer. Water management and parking enforcement along with the Management of the waterfront should come back into council without any difficulty.
check out other candidate's answersRefugees face some major issues not the least being employment. Every effort should be made to help in finding work. Accommodation also needs to be a priority.
Council resources will be used to assist in helping Refugees to find work and appropriate accommodation.
I have found that refugees have had difficulty getting employment. I belive that council should be strong advocates in the area of refugee rights to employment.

Sharing the economic benefits is critical to local democracy. The local community must have its share of benefits along with the losses. Let\'s wait until we can see what the true debt profile is before we talk about more expenditrue. No empty promises from me. Council will announce the debt level on October 8.
Draw your own conclusions.
