Top 5 Issues
- Boy Racers - Excessive noise continues to be the major nuisance caused by "anti social road users". While I am very please to have been a member of a council that has introduced a tough new anti-cruising by-law, along with further "boy racer" restrictions on local roads, I will continue to lobby government for a reduction in noise emitted from modified vehicles from the current NZ limit of 95db to the lower world wide standard of 90db.
- Canterbury water is our most precious and valuable asset. Having been brought up in Western Australia where there is only the occasional rain water, I understand and appreciate the quantity and quality of our water. As a community we must be forever vigilant in maintaining the quality of our water but at the same time looking for ways to enhance our economic wellbeing using this most valuable resource.
Personal Profile
Robert (Bob) SHEARING
Bob was born in Bruce Rock, Western Australia in 1951. He grew up on the family farm and went to boarding school in Perth.
After spending three years farming in WA, Bob moved to Nelson in 1970 and to Christchurch six months later. He set up in business as a paving and excavation contractor. Today Bob is a Director of the business, R A Shearing Contractors Ltd, which is based in Sockburn and currently employs approximately twenty people.
Bob is a past Chairman of the Canterbury Branch of the NZ Contractors Federation.
Bob is married to Lynn. He has an eight year old daughter, Kathryn and two adult children, Lorna and Scott along with grandson Travis.

Bob’s Council Work:
In his second term as a Christchurch City Councillor, Bob has played his part over the past four years. Currently he chairs the Road Safety Coordinating Committee, the Nuisances in Public Places Working Party. He successfully chaired the Ruapuna Noise Working Party and the Zero Waste Working Party. He sits on the City Council’s Audit and Risk Committee and is a Director of Christchurch City Holdings Ltd and the Canterbury Development Corporation Ltd. As an appointee to the Riccarton Wigram Community Board, Bob continues to be actively involved in local transport, environmental and community issues.
What has Bob achieved during the past Four Years:
Boy Racers - As Chair of the Nuisances in Public Places Working Party, he continues to work with government and other agencies to bring in tougher penalties for “boy racer” offences along with more stringent WOF requirements. Working with Council and Community Board he has seen the addition of further streets where boy racers are banned from congregating.
Waste - As Chair of the Zero Waste Working Party, he oversaw the implementation of Council’s Waste Policy which culminated in the role out of the new Three Bin waste system early last year. The system has been embraced by residents and is already showing significant reductions in the amount of waste going to landfill.
Roading - After many submissions and lobbying to government, Bob is very happy to see work finally underway on the Southern Motorway. Now recognised at one of the government’s Roads of National Significance, the Southern Motorway will significantly reduce congestion on other major roads in the Ward and provide opportunities to lower traffic volumes on local streets.
Bob has a Practical Background.
Through farming and his successful contracting business, Bob has learnt not to wait for others to do what he can do himself.
Bob has the Experience.
Through his business, his community involvement, his three terms on the Community Board and now his second term on Council, Bob has a wide range of experience to offer to the community.

Bob is a member of the Riccarton Wigram Independent Citizens team all of whom live and are actively employed within this community.
