Vote DUNLOP for OUR FUTURE GENERATIONS.
My vision for Nelson is affordability, accountability and sustainability.
AFFORDABILITY:
- Rates - Investigating, understanding, developing and improving the way rates are charged. This year, I placed a Submission to the NCC about the Draft Annual Plan regarding rates and the way some properties are charged. I received a letter from them stating "your submission raised an important Policy point and Councillors have asked this to be reviewed as part of next year's Annual Plan process."
- Rate increases should be kept below the cost of living,or are capped.
- Charges - To investigate streamlining the consent process and charges on consents.
DEBT LEVELS:
- My views are to stop borrowing on capital works that are not key infrastructure."E.G. MONTGOMERY SQUARE CAR PACK UP GRADE". It has been explained to me loans are taken out over 40 year periods. My personal opinion is to pay these loans off far quicker and the money saved is used to reduce rates.
ACCOUNTABILITY:
- I will work towards bringing transparency and accountability in the Council Chambers.
- Listening to the communities and striving to understand and support them with their individual needs.
- Making well-informed decisions - not leaving it in the hands of the Managers.
- On the way every dollar is spent
ROADS & TRANSPORT:
- To see the implementation of either an overhead or underground pedestrian crossing on Waimea Road adjacent to Hampden St School. Streamline movement on Waimea Road and Rutherford St.
- To develop public transport from Richmond through to Nelson City
- Do not support Clearway 3-laning of Rocks Road, Tahunanui drive.
- Do not support arterial route through Victory.
CYCLEWAY & WALKWAYS:
- Maintain the existing network and marketing this as a draw card in Nelson.
ENVIRONMENTAL & SUSTAINABILITY:
- Erosion & land stability
- Help bringing communities together
- Re-educating communities on sustainable food
- Conserving Energy
- Maximising water use
- Reusing wastewater for irrigation
- Sea level rise
PROMOTING & SUPPORTING NELSON'S UNIQUENESS
- Supporting the seasonal Arts Festival that currently takes place.
- Help promote the Theatre Royal.
- Promoting our clean & safe environment.
- Seeing the development of sports events at a National level, using Saxton Field Complex, Trafalgar Park.
CONFERENCE & ART CENTRE
- Nelson already has a Conference Centres.
- The last proposed one (Rutherford st) , costs to the ratepayers in the first 40 years over $90 million.
- I am not in favour of large debt being placed on the ratepayers of Nelson.
Top 5 Issues
- >Major concern is how UNAFFORDABLE rates are becoming
>Rates paid 2008 $40 million, by 2013 estimated to be $65 million.
>Estimated increases on rates
2011/12 9.9%
2012/13 8.4%
2013/14 6%
then 2014/20 around 42% A TOTAL of 66%.
>So if your water & rates are around $2750 per year now, by 2020 you will be around $5300 per year! THAT'S OVER A $100 PER WEEK. - >Debt Levels
>2008 $36million estimated 2014 $170million
>2011/19 estimated $70 million interest repayments to the Banks in 8 years.
>2019 estimated to be $115 million in debt still to pay back. - >Accountability;

Personal Profile
I moved to Nelson with my family at the age of 7 from Southland. My schooling included Tahunanui Primary, Broadgreen Intermediate and Nayland College. The communities I have lived include Tahunanui, Stoke, The Wood, Victory Square, Enner Glynn, and at present, central Nelson. Apart from a period of two years where I was serving in the NZ Army, I have lived in and worked in the Nelson region. My working career started in the early 1980s at Todds Valley. I have been employed in a variety of occupations including horticultural, Nelson T.F. Army, Honda Car Factory, Cheffing, deep sea fishing vessels, and for the past 5 years in the horticultural industry.
I have been involved in community and voluntary work for many years and continue to sit on Committees for the Enner Glynn Community Hall and Scout group, Chairman of The friends of Gilbert Lodge, and the Army Garrison Club.
Making the most of our wonderful climate and lifestyle, I enjoy recreational fishing, diving, boating, kayaking, hunting and walking. I have great pleasure attending the variety of Nelson's theatres and outdoor events on offer.
I am a hard working family man and three of my children are in my full-time care. If elected to Council, I plan to be a full-time Councillor and manage that with raising my family.

Accountability on the way every rate dollar is spent
check out other candidate's answersI support the marina continuing as it has been.
I understand that the council has had a arm length report and part of it was on the marina. Also all council meeting have been behind close doors in regard the report and the marina.
I would also like to see the marina finished off. As a boaty I see the marina as a hole as a recreational facility.
